A call to boycott payment of the 10% fees!
A call to repudiate our contract with UPI!

Immediately upon our arrival here in the US, we were asked to sign a contract with Universal Placement International (UPI). There was no effort by UPI to explain the stipulations of the contract nor were we given substantial time to review the document.

We were told by UPI that the contract is simply the same as the one that we signed with PARS in the Philippines. And those who questioned were met by intimidation, with the threat of being sent back home. Still exhausted from the long trip, we signed the document despite our apprehensions.

It is clear that UPI intended to hide the details of the one-sided contract from all of us. It is now apparent that Lourdes Navarro is deliberately concealing important information from her clients.

She knows that once we arrive here in the US, we will have no other option but to follow her policies no matter how oppressive or unjust. Navarro knows that we can not easily back out as we have already spent a lot for the processing of our visa, placement fees, plane fare and other related expenses. Further she is aware that we don’t have our family and friends here whom we could easily approach for help.

This unjust contract with UPI stipulates that: “For the first twenty-four (24) months of employment, Client will pay Agency ten percent (10%) of client’s gross monthly income, payable monthly, commencing with the 1st pay period.” We were made to believe that the 20% of our projected annual gross income that we paid upfront to UPI and PARS in the Philippines is already our payment for the placement fee. Some of us thought the 20% fee we paid earlier is already our advance payment to the 10% being asked for in the contract.

On top of the 20% that we already paid, we are appalled that we will then be made to pay another round of fees – 10% of our monthly gross salary on our second year – which was never discussed or agreed upon in the Philippines.

The 10% additional fee is unjust! In fact we have paid more than what is required for us by the deceitful contract. While we only received a temporary or acknowledgement receipt for our payment, it is a hard evidence that shows that we have paid PARS and UPI 20% of our projected gross annual income. Bear in mind that we have not signed any other document requiring us to pay the 20% to UPI but we did, in good faith.

Further the contract has many questionable provisions and unfair stipulations. If you read the whole contract, it is full of provisions that ensure that the gluttonous Navarro receives our fees and get to keep the payments in all possible scenarios. See Sections A, B, D paragraph 3, E and G – that is a total of 13 paragraphs to protect the pockets of Navarro.

On the other hand, in the lopsided contract we are only given one provision, just one short paragraph, where we can collect from UPI. Section F on “Refund” states “In the event that the Agency does not provide client with at least one interview with a prospective employer, through no fault of the client, then agency will refund to Client US$150.00.”

One hundred and fifty US dollars!!! Half of the $300 required upon signing of the contract (section A paragraph 1). It simply means that in our agreement with UPI, whatever happens Navarro gets to keep the thousands of dollars that we paid! But if UPI does not perform its end of the agreement they will simply give us $150!!!

Observe further how this unjust contract describes UPI’s end of the agreement – “provide client with at least one interview.” Is that what they promised us – one interview? Lest we forget, what UPI committed to us are jobs!

In simple terms this is what PARS and UPI wants to happen: Give Navarro $300 and she promises to provide you her services, then give her $1000 so she will process your papers, then give her $10,000 for placement fee, then give her 10% of your income in your second year. But if Navarro fails to do what she promised, then she is willing to give you back $150!

Lulu Navarro, a convicted felon, is preying on our vulnerabilities as individuals. This greedy criminal will continue these corrupt and oppressive practices not only against us but against more of our Filipino brothers and sisters who, just like us, are hoping to fulfill their dreams for their respective families.

Navarro’s strategy is to divide us and prevent us from uniting against her, from voicing out the oppression we went through. Please let us not allow UPI, PARS and Navarro to continue bullying us. Let us not allow UPI, PARS and Navarro to hurt more families.

The time for fence-sitting has expired. The time to procrastinate is over. We are left with no choice but to fight back together! We are left with no other option but to fight now! Join us as we attack this monster from both the legal front and through democratic actions.

Let us boycott the payment of the 10% fees!

Let us boycott UPI in the renewal of our visa and in any other transaction!

Let us repudiate this excessive and deceitful contract with UPI!

  3. I think all of us have given them the 20% and they got that before we flew in. So I think we do not owe them anything. We paid the one stipulated in the contract way before. So, count me in. I am not paying, too! This is not doing injustice to UPI but it is doing justice to myself and my family. We did not evade from paying them because even before we had the work, we gambled and gave what they asked. Thanks guys.

Oo nga no... bayad nag nag pala tayo kasi 20% yung kinuha nila ahead at tama na pala yun sa 24 months... hahaha TAMA!!! bayad na talaga pala tayo. At saka kapag mananakot pala si Lulu ay hanggang pananakot lang naman yan kasi kapag pala magsampa siya ng kaso tungkol dyaan, makikita at makikita ang mga papers nya na may maraming kababalaghan.   15. Philippine code only allows up to one month salary on a yearly basis. Beyond that it is illegal. Only registered recuiter in the Philippines can offer this service. Once in the US, this obligation is done. UPI services are irrelevant.

    For those who overpaid, consider filing for small claims court here in Baton Rouge individually and schedule the claims at different dates. Small claims fee is not that expensive(<$100). But you will gain a lot if you win.

  16. Clarification of employment agency service fee.

    Louisiana code states that "No employment service shall charge or collect any fee from an applicant except for: employment is procured through the efforts of the employment service....". It means that only when the applicant has a job offer from an employer NOT interviews,the payment of fee is justified.

    What do you think will Jesus do if he witness a human being exploiting others? If he sees a human being systematically oppressing more people?

    Would he simply sit down and watch? Would he simply not care about the victims? Would he simply turn a blind eye and tell himself to stop looking at the "rearview mirror"? Would he simply allow more people to be victimized and more families to suffer? Would he not do anything to stop the oppression?

    I am sure you have read bible stories of the things Jesus and his disciples did to help others; to oppose an injustice; to enlighten people; to right a wrong.

    I am sure Jesus (and whoever your God is) will be disappointed at us if we don't do anything to stop these injustices. I am sure Jesus will be disappointed at us if we allow our families to suffer without fighting for our rights. I am sure Jesus will be disappointed if we don't care about the other families that will be victimized in the future.

    You know what? These questions are not even for Jesus alone. But for all of us - for all reasonable freedom-loving individuals who envision a world where there is fairness, mutual respect and caring for each other.

  19. Consider also checking the legitimacy of UPI. I have seen the contract and is nowhere allowed by the California CIVIL CODE SECTION 1812.503-1812.5095. Please email Debra Bowen, the Secretary of State of California. Her email is

    secretary.bowen@sos.ca.gov.

    Please inquire if this agency is bonded or not.

    I strongly believe it is not bonded since the contract document must be approved and there are several violations I saw in the contract.

    The stake is high, given the number of violations in the code and the sheer number of clients involved. Each violation is about $2500 per person. Figure the math. $2500 x 3 x 200,
    this is just based on 3 code violations and 200 applicants. I am just being conservative.

    If it is proven that UPI is not bona fide, then you hit a jackpot.

  21. If there is an exploitation done then let us help to stop them of their doings. For sure there will be alot of filipino teachers or not just teachers will be victimized by this agency (Universal Placement International,Inc.)

    We will not be like this if we are treated as professionals and most of all human beings. They think of us that we are "patay gutom","dam" and "ungrateful". We all want "insaktong paniningil", we will pay if it is valid. Now? all you know is to ask money from the teachers, to do this and that. Ano pa ibibigay namin? buhok sa kili-kili? come on people, hindi pa kami tapos sa utang namin pinas, we have to pay again for renewals and dependents. Ok lang if fare yung pricing but we are not "tanga" that we can't ask for the exact price to the immigration. Yes, it's a business but it's too much.

    Remember this UPI, too much of something is bad enough.tandaan yan! Teachers let's do it. tama na sat-sat.

  23. Let's not get affected by whatever harrassment Lulu will do. She can't win in her game. She will get a dose of her own medicine. Many of us approached different lawyers already about that rediculous contract and one common thing they say is that it is very ambiguous... to a point that one even said it is very rediculous. No wonder why Lulu warned us not to speak to anyone from Filipino community nor our local co-workers! She warned us not to speak to anyone about our status here because she is doing dirty job! We will not give up and we will not be pissed off even if someone is trying to mess up with this blogspot by simply cutting and pasting just anything in here.

    We will continue. The heat is on! The fight goes on! No one pays 10% because everyone has already PAID!!! TAKE NOTE OF THAT!

  27. It is inconceivable that Lulu Navarro is paying somebody to post some article or passages in our blogsite. Have you not thought of any other article other than passages excerpt from the bible?. It just makes me think that you are a derange and a psycho woman, a convited felon who is lost in contact with reality. Your case Lulu is very familiar from what I have seen in Psychiatric ward who dances, playing with her index finger on her hair near the right ear in circling motions, head vowed down uttering a Godly incantation.

    See you in jail Lourdes Lulu Navarro, worry no more when the verdict will be announced, make an appeal to plead insanity. You will just be incarcerated in the Severe Mental Health Facility in Los Angeles.

  31. The fact that you have landed in the US is the prima facie evidence:
    1. you have a job offer from an employer
    2. valid H-1 visa

    The service fee of up to one month salary on the yearly basis is the only money to be paid. Anything beyond this amount is excess. This is in accordance with the definition of employment agency service-the procurement of job. You only pay when this requirement is satisfied.

    I do not see the reason to pay UPI any amount
    since you are already in the US with a job offer
    and paid the Philippine agency.

    Section 1812.504 of the California Civil Code
    stipulates that the contract document will have a REFUND section. I did not see this in a signed contract. It means that the contract document signed in Los Angeles can be ruled "null and void". CA Secretary of State, Debra Bowen can rule over this.

    Here is the section of the CA Civic Code pertaining to that section.

    Section 1812.504
    (11) The following statement, with the caption in type no smaller than 10-point boldfaced type and the remainder in a size no smaller
    than that generally used throughout the contract, and in full
    capitals, boldface, or italics:

    RIGHT TO REFUND

    "If you pay all or any portion of a fee and fail to accept employment, the employment agency shall, upon your request, return
    the amount paid to you within 48 hours after your request for a refund.
    "If you leave employment for just cause or are discharged for reasons other than misconduct connected with your work within 90 days
    from the starting date of employment, the agency shall reduce your fee to that payable for temporary employment and shall refund any
    excess paid within 10 days of your request for a refund.
    "No fee larger than that for temporary employment may be charged to you for employment lasting 90 days or less unless the agency's fee
    schedules, contracts, and agreements provide for a further charge if you leave employment without just cause or are discharged for misconduct in connection with your work.
    "If any refund due is not made within the time limits set forth above, the employment agency shall pay you an additional sum equal to the amount of the refund."

    This is an evidence that UPI may not be bonded or license in the State of California.

  32. Assuming that you will receive 50k on a 9-month
    basis. The amount has to be annualized, 50/12.
    The full amount of fee as dictated by the laws of the Philippines and a state of the US would have been $4167 shared between employment agents.

    The excess can be recouped through small claims court and/or the CA Secretary of State or the LA Workforce Commission.

  44. My friends and I have been hearing sad reports about Filipino teachers in Baton Rouge recently. I can understand now why teachers are so angry at their situation there. It seems that an agency has charged the teachers exhorbitant fees from getting here in the US. And my gosh, that's not easy to produce! And I believe based on the information provided in this blog that there are teachers who openly accept these manipulative treatment and fearful threats like teachers being sent back to their homeland if they do not agree with the agency. Just remember there will be justice when you seek for it. Hope you'll all have courage and disposition to stop the shark, I meant the agency, from usurping your intellect and energy. -- A Teacher from Florida.

  45. Please take note of what I have analyzed as Lulu's evil strategies:

    1. Lied and misled the new teachers that those 34 who have no more jobs were terminated by the district because they did not obey her. "Mga Pasaway daw sila sa kanya... lies, lies, lies.

    2. Blockmailed those of us whose VISA renewal has been processed by UPI. She plans to employ the "No Checks No Visa". Sounds scary! She is harrassing people again. This is not possible because this is against federal law. OMG lulu, please do not hoard those papers!!! It's too many and you will get suffocated and die.

    3. She sends us letters but she never signs them. Sorry, we want your signature! Why are you so scared to write? Is it because its illegal? Please send letters that have your signature. We demand!!! But you are really avoiding it right! All because its unlawful to collect another 10% after you have collected the 24 months before we came here.

    4. She hires a non-Filipino to call each one of us. She instructs this person to call everyone. She is again playing her cards that if it is going to be this person to communicate with us, she will get what she wants. O my gosh!!! Di na kami takot sa mga nag English Lulu. Kung alam lang nang empleyado mong yan kung ano ka talaga... naku, ewang ko lang.

    Still, let us not be afraid because she can't hoard our papers? We can call USCIS if she will really blockmail us!!!

    About the 10%, the contract stipulates we pay her every month and she breached that contract by making us pay the 24 months at one time! Now she is claiming another year... its already paid. Look if we really pay her again we will then have paid more than 24 months. That is against the law. Take note mas takot si Lulu mag sampa ng kaso kasi siya ang may mga illegal na gawa. Mayagyag ang mga baho nya!

    Lulu does not want us to discuss things about how much we paid because she does not want us to be aware.

    We will not pay the 10% and never be guilty because we have paid them more than the 24 months they wrote on that rediculous contract the moment we flew in.

  49. Please inform USCIS in case Lulu Navarro would not give you your NOTICE OF ACTION. Only your lawyer, your employer and yourself should have the copy of that. If Lulu insists, please call the USCIS and you can also call the police.

    I heard from some people in California whom Lulu sued for small claims, the 10% monthly salary issue, that Lulu lost cases. These people filed a counterclaim and she lost the case. Lulu was made to pay and refund these people quite a substantial amount.

    Nowadays, each time she will have hearing in California, she has no lawyer anymore and always insists on settlement. If she will have a lawyer to defend her, she will up end paying the lawyer more than she would ever collect from a teacher. It also is probable that she does not want the judge to know about her illegal activities such as scamming people.

    The best way to deal with this in fact is to file a class suit against Lulu. Do not be afraid about Lulu suing you. IT WILL NOT AFFECT YOUR GREENCARD in case you will be sponsored for this. This is just a small claim. I already asked an immigration lawyer about this and this has no bearing to the processing of your greencard.

    You all have to unite in paralyzing an individual and a company whose job is to scam innocent people whose dream is to help their families in the Philippines.

    I also heard from a reliable source that she employs illegal immigrants in her office. I also heard that she has this homecare business where nurses are also illegal immigrants for extremely cheap labor. This is a clear indication that she is a scammer.

  50. I am happy about this information... and THANK YOU so much Ms. Anonymous or Mr. Anonymous, whoever you are. Although you only said it's a reliable source, still I find that info very promising. To all my friends, lets keep on reading and learning further about these things.

    You know what, let me reveal this to you. I used to believe in what Lulu said to us when she was still in the Philippines. I thought she was an honest businesswoman... to a point that I tried to understand all the money aspect of my application. I relly thought that it was just like that! So, even though I had to pay a very high cost, I still went out of my way, exhausting all my savings and even the savings of some relatives just to be able to meet their expectations and payment deadlines. One other thing that made me consider was the salary promised by the agency... which turned out to be a mere fabrication of figures, or a misrepresentation.

    My actual salary is not the salary they promised so I ended up having paid more than 20% of my actual income or more than the 24 months that she has written on that contract. Now that she is trying to collect another 10%, I just thought that she really does not have a heart to understand all of us. So I made a big decision in my life... I will stand for myself now and I will never pay and no more harrassment from Lulu will ever scare me anymore because she made me see the truth already.

    If she will compute for my nex 10%, I will also compute the extra payments I gave including the 1000 dollars we were asked to pay as deposit. All of you, remember we were made to deposit 1000 dollars we can claim that as part of the extra payment we made. She computes for another payment to be done, well then, let us also compute the interest that had been incurred by the extra payment we made. I tell you friends, it will end up that we do not owe Lulu anymore money. And worse on her end, it will be her who should be paying us back.

    So I will not really pay. Count me in. Thank you...thank you...thank you.

  51. As part of the campaign against this agency, please consider drafting a letter of complaint with signatures and send the letter to the authorities in both California and Louisiana.
    The authorities I have mentioned above have the power to dissolve any contracts you signed and the agency itself. They also have the power to pursue prosecution and to return the money you paid.

  53. I Know Emilio Villarba personally. While he maybe imperfect he is, he is a true Hero to thousands of Filipinos who have lived the American Dream and those in the Philippines whose lives have been lifted up by his actions.

    He arrived in the US in 1988 on an H1B visa like yours. Like you he was recruited by a Filipino recruiting company and shared the same situation you now endure. They were made to share apartments and rent taken from them individually.

    Feeling exploited he made a trip to NYC and found an US recruiting firm and transferred. He then invited his other friends to join him.

    The US firm took notice of the hard work and talent of their new Filipino hires. Soon Emilio made a trip back to the Philippines and brought in more recruits.

    The Filipinos continued to shine and others took notice. They came in droves that at one point, the Philippine Computer Society filed a complaint with the US Embassy to stop the brain drain.

    The only thing that made them stop were when we ran out of talent and only after, the local companies in Manila raised their salaries to compete with US companies.

    Thru Emilio Villarba's single action he has managed to lift up the lives of thousands of Filipinos. He opened doors for them and once here, they worked hard to open more doors for others.

    Louisiana was where most Vietnamese boat people were relocated in the 70's. They received little assistance from the US and yet today, you will find that most of them had prospered. They did so by working hard and looking out for each other.

    The teachers in LA should do the same as we did in the 80s. Work Hard, Stick Together, Look Forward and Open Doors for others.

    The Teacher H1B is a social experiment. Make it succeed so that the scheme will finally be adopted and more doors can be opened for others.

If only Lulu had not been too selfish and too imposing on us when we came, we would have been able to give our understanding and relationships would not have been strained nor tarnished.

    Sir Mel, please do whatever you can to stop Lulu from blockmailing us. Please advise her to be fair so that your agency will be blessed. Please ask your sister to meet the teachers half way.

    Did you know that until now she still sent letters to collect money from teachers even those who lost their jobs??? I just find it cruel and very unfair. She could have sent them help... she could have returned to them the extra payments they gave last year for their food sustenance during the times they had no food. But where is she??? She is there asking her office people to send letters, do phone calls simply to collect all the checks! It's money... money... money.

    I know Sir Mel that you can relate with these experience because you were once here in the ame situation, although, your experience may not bo as harsh as ours. And if you had been a victim of the same circumstance, you can understand why there are such reactions.

    However, the sad thing is that history repeated itself. And worse, your sister is creating it... she is doing it. You just happen to be an accessory to her crime in this case.

    Please convince her not to go too much. It is just way too much to fatten her pockets while the very families of every teacher suffer. She collects too much.

    So, if you want your business to keep going, advise Lulu not to collect more than the 24 months that she already got. It is just too much.

    I for one would rebel. I for one will not pay. And I am not scared even if she has a list of lawyers.

    We have been awakened now Sir. We also know lawyers, not just by the way it's name is said or spelled, not just by the way lawyers function but we know lawyers who have volunteered to help us.

    Just tell Lulu, do not collect anymore because it is time to be human... it is time to be fair... it is time to change for the better.

  56. I firmly believe you are bitten by "Buyers Remorse". After making an impulsive decision, perhaps driven by desperation, you are now regretful and wish to be freed from the obligations you entered into.

    The difference between 1st world and 3rd world is how people of the 1st world think, act and behave. Here people are thought to use logic and caution in their dealings.

    On all matters, people are advised to think hard, plan, research, compare and then, at decision time, to take ownership of their actions. Always be prepared to "Walk Away". To say "NO".

    Somehow our best "Teachers" did not do their "Homework". And now we see them whining on their misfortunes.

    You may eventually end up winning the battle but lose the war. You may end up getting "Justice" but end up closing the doors for others who may have followed you here. Worse you may never get your "Green Card" and end up going back.

    Mel V and you shared the same situation but Mel V moved on and looked forward and did something that benefitted many others. You, on the other hand, are waging a destructive fight. A fight which will end up clsoing doors and harming the others you may otherwise have helped.

  60. I think it is a weak argument if we bring in the concept of being in a 1st world or a third world because no matter where you are standing, still there are people who would put down other people and people who take so much advantage.

    UPI & PARS took too much advantage of us. If Mel was able to move on when he came here, maybe because he was not in the same situation. Maybe he was not a true victim of fraud! Maybe his suffering was simply about being new to the place, demanding jobs, or othes but not truly the same as what we have suffered. We are suffering from injustice!!!

    The point here is that the contract is draconian & the fees are illegal. You can do business without stepping on others.

    Check with other residents of the complex if you are paying the same rent for the same sized unit. If all of you Filipino teachers are paying higher than the non-Filipino residents, then you are hereby been discriminated against. This would be unlawful.

    Although the 'petition' is a positive sign of realization and acceptance of the injustices done by 'you know who'. I hope this petition will not expose the petitioners.

    Petition will only go far only to expose the injusticial deeds. It will not resolve or correct the injustices being committed.

    I hope with the leadership of GurongSulong, this action will lead to conviction and return of all money taken plus emotional renumerations.

    I always have given you the necessary legal venues to solve this injustice.

    It will not cost you anything except your time
    to file compalaints to the authorities. I have given you several authorities here in this blog in California, Louisiana and a few entities. Do not be afraid to go to the US authorities.

    Please adhere to my words and in my opinion this is the only solution.

  81. UPI is sending letters to the teachers to the effect that the teachers are not employed by UPI. This is because UPI provided a document that the teachers are UPI employees. UPI used it for Savoy.

  82. If Lulu will not tell you the reason for the denial of your immigration petition, and if she will not give you the notice after paying her, you tell the USCIS and or call the police. It is your right to know and I am sure you paid for the immigration sponsorship even when you are not supposed to.USCIS has to know Lulu's anomaly not only in Louisiana but also in other states.

    Furthermore, lulu has been suing teachers in California from what I heard. When they meet in Court, Lulu would make an amicable settlement with the teachers. She is afraid of being discovered as scammer in the process of a hearing. If Lulu will sue you, please do not be afraid and do not agree with the amicable settlement, you can SUE her back as the most intelligent step to do. In fact some of the teachers got their money back in California after a court order. That makes her afraid of continuing the case in court. She only intimidates people by filing a case or telling them she would sue them but the truth is she is afraid of it when it is happening in court. Thus, she wants an amicable settlement right before the hearing starts when the judge would tell both parties if they can just have an amicable settlement.

    Lulu intimidates people whom she can frighten and she will take advantage of that. But when Lulu notices that she cannot frighten you, she is scared.

    Best you can do is to report her business to IRS. Show all your receipts and the number of teachers being recruited and IRS will find out whether or not she paid the right tax...

    Remember, you pay your placement fees in the Philippines? U.S. Law states that any US citizen must pay their taxes even when working or having business outside the U.S.

    You think Lulu pays the right tax? My guess is She owes the US government, IRS big chunks of money. IRS will know.

    Go to US Internal Revenue Service website and you can find a way to become IRS whistleblower and they will protect your identity. In fact they will give you portion of what they can collect.

Now, her 3 friends who share the apartment with her is harrassed by SAVOY to pay for her behalf. How could they when they can even hardly pay for themselves? Lulu 's greed is endless ,continuous and now you wake up to reality robbed of all your self-respect,dignity,and most of all your money. Your Visa which is supposed to be a 3 yrs. HIB has just been reduced to 1 year because she wants more money for your renewal.You felt robbed of your money,self-respect, and everything because of her threatening and intimidations.   89. Grabe na ito... 34 teachers natanggal sa trabaho na di pa tapos ang mga utang sa Pinas. Tapos may dumating na 16 teachers. Up to now, meron pa din sa knila ang walang work.
    Now, what will happen to us? We don't have money. I would like to clear that ms. lulu Navarro did not give us a single centavo. That means that the $100 that she is talking about with the teachers with visas denied, and was told that she gave us is NOT TRUE... Dios mio, naghihirap na nga kami ginawan pa kami ng kwento na puro kasinungalingan. Ni noodles nga wala siyang naibigay how much more ang $100... maawa ka naman ms. lulu...

She promised that she will help thoose teachers who were terminated but up to now wala po. Yan po ang totoo. Di ba lulu girl?

  92. You can try to report Lulu to the U.S. IRS and see if she is paying the right taxes. In the event that she did not pay the U.S. government the right taxes given all your placement, visa renewal, overcharing licensing and immigration processing fees, she will pay the U.S. government big time. Even when she earned the money in the Philippines, she is entitled to pay the U.S. government taxes because she is a U.S. citizen.

    If you tell the U.S. IRS about this and if IRS proves Lulu is guilty, you will have a percentage of money collected from Lulu by IRS only if you were the informants.

    The best thing to do is to tell the IRS about this and present all your receipts. Do not worry because IRS will absolutely protect your identity. There is no way Lulu will find out unless you have some Filipino friends who will betray you and tell Lulu about this.

    It does not harm to try. Who knows Lulu is a tax violator? This is your way to get her millions in case she is really guilty.

  93. Yes, IRS pleassee!! This Lulu needs to be investigated. She is wallowing in the money of Pinoy teachers who worked hard for it and does not satisfy herself yet. Her services are horrible that many on the job teachers were denied Visas. Instead of hearing her say I'm sorry,don't worry I'll do something about it ,she instead even talked unpleasant things about us . She would consistently send her messages asking us to issue her 12 monthly payments for 10% of each month of our salary even though she knows June and July are months when we have no pay. She asks this even to those who have no more jobs and even to those who renewed their Visas with her and were denied. These are good teachers. They submitted their papers on time and paid in advance. What went wrong? Her inefficient service ! And all these are part of her wicked plan to displace us and just let us teach here for a year and send us home so that her human trafficking business can go on and on and on because there are some more teachers coming? The POEA should stop PARS and UPI in their operations now because they cannot even place the teachers.Fellow teachers,Lulu's design is to place us here in the U.S. and made her way to convince EBR to modify our supposedly 3 yrs. HIB Visa to only 1 year because she wants money for the renewal each year . She put us all in difficult situations each year faced with Damocles' sword hanging over our heads .We have to face the fear of not being re-hired (which is just ok if our Visas are 3 yrs. HIB so that we can find other employers !) .At the same time ,we are faced with expiring Visas each year as well as filing issues. If UPI did their part in submitting all our needed documents, there would be no reason for the denial. Again , Lulu must have done it so that her new batch could be placed and the cycle goes on. After a year you're off and back to the Phil. so that the more money she could get from the newcomers. Just think about this : For each newcomer she could get around $10,000 while for a renewal of the Visa she could only get just a few hundred ?
    Fellow teachers , UPI stinks! This agency is not here to help us and consider our welfare . Lulu is a monster in disguise and all she wants is money! However I believe that all things that have beginnings would have to end and her story would surely not be a happy ending for herself..

  94. Please have all your receipts/proof of payments scanned and saved in your computer's hard disks for back up copy. An individual from your group should collect a copy of all proof of payments from each teacher recruited and submit these to the IRS.

    IRS will only hear your case if you show relevant documents. If your cries remain here, your case will stay here and justice will not be served. If you think Lulu is cheating you in reference to your immigration and employment then you may inform USCIS, US Department of Labor, US Department of Education. You can also write a letter to the US Embassy in Manila and inform them about her actions so they will inform the USCIS offices in the US.

    Since Lulu allegedly earned millions from her business she is required to pay U.S. taxes. Whether or not she paid these taxes is the IRS's job to investigate. Have a copy of your proof of payments and have one individual collect all of these proofs of payments from each of you and submit these documents to the IRS.

    Lulu and her family might then have their lifestyles, trips, properties, etc. scrutinized by the IRS.

    Please bear in mind that a third conviction (strike) for violent or serious felonies results in a lifetime sentence in California.

She lies to us, she makes us hope for nothing, she continues to blackmail but you know what the truth is??? She wants some of us to go back home so that she can send in another batch of people... another group of victims. Don't ever believe her. Plus, never ever pay her any check. Guys, guys, guys, please read the contract. It says pay 10% for the first 24 months!!! We have paid Lulu already. We have paid more than two years and it is already enough.     We underwent legal processing of papers.
    We were interviewed and we qualified.

    POINTS TO PONDER:
    - Regarding the Income Tax Return, you are spreading the news that the cause of the denial is the non-filing of income tax. You are trying to mislead us, why don’t you just accept that there has been a NEGLIGENCE on your part. Though there is a treaty exempting teachers to pay taxes, the procedure to get your REFUND is to file your income tax. Common sense, why wouldn’t we do that if that’s how we are going to receive our REFUND.

    Give us our COPY OF DENIAL NOTICE and it will save you from another curse. If that was really the reason, why do you keep us from getting a copy of it? Are you hiding something? Why are you delaying things? Are you up to something again?

    Another thing, if that income tax return was a part of the RAE (Request for Additional Evidence) Notice. Why didn’t you ask us to submit a copy of it? We are paying you to do your job. It is YOUR JOB to notify us so we could furnish the necessary documents.

    To Francis, it seems like you are too incompetent for your job? When you learned about the RAE notice, did you call ALL the teachers who are in that status, and ask them to give you the documents needed? The Teachers were the ones who made an effort to call and ask you about the documents. Isn’t it part of your JOB to notify those teachers who have that concern?

    Why is Ms. Lulu hiring people who can’t even do their job? Ms. Lulu you are just wasting your money over this kind of people. There is NO system in your office. POOR Management!

    WE ARE PAYING YOU TO DO YOUR JOB NOT TO MESS UP OUR PAPERS.

    - Silverman not giving out the copy of the denial, stating that we are not his client...THE EMPLOYER is his CLIENT.
    If we are not his client, why are we paying him to do the petition or the extension?

    (His possible excuse, he is not the one receiving the payments, it's the agency. But who is representing the agency?)

    If you are going to say that you are not representing the agency, then who is doing all the filing? It will just prove that there is really a NEGLIGENCE on the part of the agency because they let incompetent people handle the filing.

    And if indeed you work for the EMPLOYER, you have been asked already by the employer to give them a copy of the denial. Why aren't you giving it to them? YOU SAID your CLIENT is the EMPLOYER.

  106. We just received an eviction letter from Savoy. We would be evicted if we do not pay this 4x $320 by tomorrow. We are required to pay for the broken furniture as well. Who told us that after we have complied with our 1 year contract at Savoy, the furniture would be ours? We were told many times before that it would be ours, it was even emphasized at one of our meetings with her in the presence of Savoy representative. Then, why do we have to pay for it? ano ko lulu? I meant, ulul?

    We know who is behind this scenario. She just wanted us to feel more miserable and be treated like little insects after her teachers' visa fiascoes. Well, this must be a great time to realize that we need to use our own brain to process the real motive behind this eviction. I am fed up of these sick and manipulative tactics of Lulu. We need your voice and action. Time will come we really need to help one another by being strong. Stop this evil agency. For those conspirators, you may hide yourselves now but you already left a stigma in our minds and broken hearts and dreams to live better lives. May your conscience never give up on your evil ways,kasi kawawa kayo when stingy Karma hits you.   113. To those 30 teachers who have their visa denied or soon will be denied due to lack of documents, please join now. Don't let pass what UPI and Pars had done to you. Who will take action? Don't rely on the Philippine government. That you know very much that nothing will happen or no help will come from our government.

    Rumors are spreading that there will be around 30 to 60 new teachers coming. What??? Some or many of these teachers were not properly screened in the Philippines. The ones interviewed and approved by EBR during EBR's stay in the Philippines were usually replaced/substituted by less capable teachers by Pars. EBR is shortchanged. That's what happened to those another 30 teachers disapproved by their school principals.

    For info to all, there are already a lot of teachers who have closed their bank accounts used in their post dated checks give to UPI. And, leave Savoy. Just ask around.

He/she asked us to tell our concerns to Lulu in order to address the problem. Let me tell you that Lulu has been the problem. Lulu does not have the decency to talk to people in humane manner. She always makes false promises. She would always tell people to return their calls but she would never do it anyway.

    Lulu's own action has been destroying her already dirty reputation. We, teachers, have the right to voice this out because we are customers of the agency. The agency has provided extremely poor services if any services were provided in the first place.

    I would suggest that people continue to spread this news if you really want to help. Better, sue Lulu for her anomalies.

    Do not address the debt of gratitude here because it is pointless. We all paid overcharged services before we came here. We did not fly here for free. Lulu overcharged us and made the lives of some people miserable.

    Lulu's action has to end. I call all of you to join this effort to end the evil deeds of Lulu.

  122. For sure, the teachers approved by EBR during their stay and interview in the Phils are not all coming here. Some cannot come because of financial concerns, and so there were substituted by PARS. Look at some Filipino teachers here who cannot speak and express English fluently? Sa tingin mo ba basta marunung lang mag english ok na? Kaya na NO ng kanilang school principals kasi nga mahina.Not all but there were some and most of them were not interviewed or failed in the interviewe by EBR . Some of them applied to other parish and were accepted. Hopefully, they will improve their English. Also, all need to pass certain state exams. Look at Filipino teachers who failed.

    Kaya yang ginawa ng gobyerno sa Pinas na binawasan ang English sa schools, malaking problema yan.

    Excuse me! It does not mean that we are less capable teachers because we were not retained by our school principal. We also work hard, struggle, knead phlegm and wipe sweat of blood just to please our principal and assistant principal.

    It seems like you make things worse, instead of showing your sympathy to us. You unhesitatingly mentioned that we are less capable teachers.
    I just wish it will not happen to you. I just wish that everything will turn out fine for you this year. I do hope that you will not experience how it feels when you don’t know where to go! I am praying that you will not feel how we struggle, thinking of our debts that we have not fully paid in the Philippines, while knowing the fact and the sad reality that we were out of job.

    You have a bloated ego. Even if some teachers who were accepted in other School Parish, They did not even swanked about it,instead, they offer their hands and warmth to those teachers who lost their job.

  128. the point is, some are NOT APPROVED by their school principals. How do u explain that? The school has rigid procedure in evaluating and testing the actual performance of these teachers. Either these teachers failed in the EBR interview in the Phils and substituted (read: has money)by PARS to come in USA or they passed in the EBR interview but their actual and long term performance does not meet EBR / Principal's standard.

    It's not the question of hard work, struggle, etc. Its the question of personal experience, capacity, skill, command of English.

    As the saying goes, there may be luck in finding a job, but there's no luck in keeping it.

    You have to admit that this situation happens.

  136. It is not underestimating the teachers. It is finding the probable cause of their evaluation DENIAL/NO by their superiors. I am pointing out the probable cause of the procedural mistake (which is the sending by PARS of teachers not approved by EBR back in the Phils).

    I don't understand why these bloggers find it difficult to get the point.

  140. There you go again barking at the wrong trees.

    In my opinion, the only authorities who have the power to stop/seize/penalize are the following:

    1. Secretary of State, California. It has the power to search and seize documents and close the office of the employment agent. It has the power to fine and force the agent to pay back the fees.

    2. Secretary of State Louisiana and LA Workforce Commission = same as in #1

    3. Immigration. As a group you can tell INS that some of you arrived here did not have the jobs/positions. The immigration documents were held in the agents hands against your will. This prevents you to pursue your extension of visa.

    4. Report the agent to the IRS. You know what
    IRS can do. IRS can hold or put garnish on the agent's bank accounts. It can also seize properties.

    5. File ocmplaints to the US and LA Fair Housing Act for unfair rental fees.

    6. Philippine authorities - ooh Good luck here!

    Contrary to what your lawyers say, this can be another piece to the puzzle. It is not in their benefit to go through this route.

    Once these authorities act, you know what happens to the rest. They will make sure that they will convict.

As far as I know two of my coteachers based in Louisiana they always shared their experiences that so far they were in a good hands.They earned much better compared here in Pinas.Through PARS they extend their gratitude for all the good opportunities.YES,I had no doubt for these because I personally deal with SIR MEL with his staff of PARS which I really appreciated their commitments, concerns for everyone of us who were still here in Phils.

However, I am afraid of the consequences of it.I heard several teachers have been emailed by a lawyer stating that they will need to wait and see whether or not ebr is still willing to renew their visa.Their visa will expire this year.The lawyer said ebr is contemplating on whether or not to renew us considering the case filed against lulu and the possible involvement of the school system.baka naman in the end eh tayo lahat ang apektado.highly qualified na ba kayo?ako, hindi pa.baka hindi na ako ihire ng ibang school district at mapauwi na lang ako sa pinas.
