Stop oppressive forms of recruitment! Scrap the unjust UPI teacher contracts!

The newly formed organization of Filipino teachers, the Filipino Educators Federation of Louisiana, sent us the statement below in time for today's hearing of the case filed against UPI with the Louisiana Workforce Commission.

Stop oppressive forms of recruitment!
Scrap the unjust UPI teacher contracts!

We, members of the Filipino Educators Federation of Louisiana, call for the immediate end to the oppressive recruitment practices of Universal Placement International (UPI) and the scrapping of the unjust contract that were forced on the teachers. We are victims of these practices and have banded together as an organization to assert our rights and advocate for the protection of the rights of migrant teachers and workers as a whole.

We join all the Filipino teachers who share our aspiration for justice. We fully support the efforts of our fellow educators under the banner of the American Federation of Teachers and the Louisiana Federation of Teachers. We are not doing this only for ourselves and our families but also to the hundreds more who stand to be victimized if these excessively unjust practices are not stopped.

Our members will be testifying in today’s hearing to put on record the oppression we have experienced and the onerous contracts that were forced on the Filipino teachers under the threat of being “deported” or deprived of a job. We have experienced different forms of intimidation and manipulation that was aimed solely to strengthen the grip of tyranny of Lulu Navarro over all of us.

Filipino teachers have suffered from excessive and illegal fees and up to now our families are burdened with heavy debts back home. We have endured verbal threats and legal bullying to make us submit to the whims of the placement agency.

Indeed Lourdes “Lulu” Navarro, the owner of UPI, is not new to such criminal behavior as she is a convicted felon in the State of California on several counts of Medi-Cal fraud, grand theft, money laundering and identity theft.

We call on the Louisiana Workforce Commission to give relief to the migrant Filipino teachers deployed in the different school districts in Louisiana who have showed dedication to their vocation and commitment to quality education. We call on the commission to stand with the foreign teachers who have showed perseverance to make a difference in the lives of the children of Louisiana despite their horrible circumstances.

We appeal on the honorable commission to nullify the lopsided contract that is being utilized by Universal Placement International as a tool to oppress these migrant teachers. We appeal on the commission to stand by Louisiana’s public policy and tell the world that these inhumane practices have no place in the State; that no legal technicality can provide a smokescreen for repression.

We also enjoin all other Filipino teachers who share these experiences to come out and stand up for your rights. Let us broaden our unities against this injustice and together pursue our dreams for our families with dignity.

We call on all workers and parents here in Louisiana to support our cause for justice as this is not simply an issue about recruitment but an issue that concerns a grossly immoral and deceitful practice aimed at enriching a person at the expense of others. This issue is imbued with public interest as it concerns the education of our children.

Today, as we struggle for justice, we renew our commitment to serve the needs of the different school districts in the State of Louisiana. We enjoin the public in our aspiration to end all oppressive forms of recruitment. Join us in our call to put a stop to the illegal operations of Universal Placement International and the nullity of these burdensome teachers’ contracts.

  7. another case for her (Lulu Navarro) falsification..remember all of us had a copy of the contract and there was a date on that when we signed it..... even she changed it hundred times wala na siyang magagawa pa...ginawa nya lang tanga ang asawa nya....pa ba? ( di ba sabi nya divorce na sila)bagay nga silang mag friend ni rafaela flores,, birds with the same feather flocks together...parehas na nagmamalinis...! Ganin din pala...!

Akala ko kaya lumalaban ang ibang teachers dahil gusto nila ng justice.Injustice at unfair ang ginagawa nyo sa ibang taong binabanggit nyo sa blog na ito samantalang wala naman silang ginagawang masama sa inyo.Kung galit kayo sa isang tao try nyo pa ring magpakadisente sa mga pananalita ninyo.Nakakahiya kayo. Teacher pa man din kayong naturingan.

Filipino Educators Federation of Louisiana?Ano yan?Yan ba ang federation ng mga teachers na nagpopost sa blog na ito?Akala ko pa naman nabuo ang blog na ito para may site to air your grievances.Kaya lang disgusting naman ang karamihan sa mga nababasa.Below the belt na ang sinasabi nyo sa mga co-teachers ninyong wala namang ginagawang masama sa inyo.Akala ko ba kay Lulu kayo galit dahil sa contract?Bakit pati buhay-buhay ng mga teachers eh nadadamay sa blog na ito?Pati yang isyung hindi pa kasal ang isang teacher eh nadadamay?

Anonymous of April 6, 2010(5:30PM)- pamilyar ang mga santimyento na ito ah..DEPOL!!!ganyang ganyan ang sentimyento ni depol.di paghingi ng tulong yun kasi ang tulong walang bayad.masmasarap pa nga maglakad at magtaxi kasi walang utang na loob di tulad pagnagpacarpool may utang na loob ka!eto lang yan di sana kung ayaw mo at pagod ka na humindi ka pero iba kasi pagpera na usapan.
    Hindi sa nangaapi sila sabihin mo naiinggit ka kasi may bago silang sasakyan at wala ka ng icacarpool!

U can't control the feelings of the victims right now. don't do that. That's ridiculous. First if you are part of us, u must have been so irresponsible of not knowing wat's going on. Were you in that event when she sounded scholarly in discussing the process and the rationale of Lulu getting a passport from us right after arrival? How can u tell me that she is not part of all these? No single teacher here, am sure, knows why we have to do all that except that lady. How can u tell me that she is not part of all these when she does some stuff (unsolicited) for Lulu as wat she unveiled in that event too? Now if you didn't hear all these during that event, you must have been keen and critical enough to listen; if you didn't know all these, you must have researched first before reacting; if you don't understand what i am talking about, you must have been a quiet follower for this issue instead of trying to sound as if you knew a lot. I challenge u... give me a plethora of information that could prove that she is not for Lulu for I will give u a diary of our predicaments here. Now, this is addressed to that lady: You are a liar. I am sorry. When you told people that Lulu doesn't intimidate and yell at us, you lied and you know that.

  24. why some of the teachers feast more on the issues which are not vital to the genuine lines and calls of this cause?

    it is so saddening to realize that some of the teachers dont have at least the value and principles of not just as teachers but as true blooded filipinos. it throws my stomach up when some teachers chose blind obedience to the lopsided contract than grope to get out of the unjust stipulations it impose on the teachers. it is most disheartening that some teachers are either intellectual arrogants or too insecured with those teachers who are principled and courageous enough to stand and fight irregardless of the threats and possible consequences this move might cause them.

    it is not surprising too that some teachers are too practical to the point of them selling dignity and principle or with close eyes and bitten lips accept whatever the contract and lulu drops on teachers laps. this is a choice, and not a principle but we respect you for that by letting you do your criticisms on us.

    but whatever differences on principles or even strategies teachers have and take, the common denominator is that everyone had a taste of upi and pars wrath. isn't that enough reason for the teachers to aspire the same goal of regaining dampen dignity? it is not easy to be a victim but it is much harder and degrading to be a victim forever.

    set aside differences! may i remind everyone that this should not divide the teachers in whatever way.

    lastly, may i have this opportunity to thank those group and individual teachers who continue to criticize what our group is doing. your comments are valued and taken into consideration in all the moves our group is taking. you give us more challenges on top of what lulu is giving us. thanks!

    it is better to be regarded as stupid and go back to the philippines with head held high for fighting what is right, than to stay here with pocketfull of dollars but conscience overflowing with guilt (if you have one or if you can stomach that in). that is both a choice and principle.

Hey to the one who said epal. that is just ur opinion. that doesn't sound intelligent though. it was not ella who is responsible for all of these. even without ella, Lulu wouldn't really get the 10% for the second year for the contract itself and their interpretation are deceitful. You are completely wrong wen u said that ella is the reason why we are doing this-- well if that's ur reason, be it urs. ours is based on intellectual understanding of the contract.   28. Fighting for principle is good so long as it is an "enlightened" and "guided" principle. Sometimes courage is worth emulating if it is coupled with intelligent tactics and strategy.The reason why some people do not join your struggle is because they do not see that it will prosper legally.Do not accuse them of not having principles. They have principles, they know how to fight but they know when is the right time to fight - when they are armed with evidence legally acceptable in any court of law.The problem with you is you sensationalize your case.You make it appear as though it is correct to fight everytime you are abused.It is correct to fight when you are armed with the right weapons.Media exposure, emotional outbursts in blogsites are not enough weapons.Do not criticize others for not participating in your struggle.   33. Someone said, it is a shame for a Filipino to do it to his own fellowmen. But even in front of the teachers, Jack Navarro claimed his country is America and his government is the American Government. That was more shameful! Jack and his wife Lulu have lost the respect they could have gotten from the US and from the Philippines. And yes, Jack and Lulu maybe citizens of America, but it does not give them more power to do these injustices to the teachers. In my own opinion, both Filipinos and Americans do not agree with what PARS and UPI did. I admire the courage and the unity that these teachers have. Teachers, fight for your right!!!

  40. ang tapang namang magtestify sa court ng janet na yan.hindi ba nya alam na matatalino ang mga lawyers at hindi nadadala sa looks without brains?ipasa mo nga muna ang exam mo sa DMV para makakuha ka na ng driver's license at ang praxis mo para makakuha ka ng teaching certificate.pinaasa nyo lang ang ibang teachers na kumampi sa inyo sa pag-aakalang marunong kayong sumagot sa mga lawyers.

Pag nagtestify ka sa court kailangan may konting sense naman ang sinasabi mo para mapaniwala mo ang judge.Besides, you testify to the truthfulness of the facts not to the truthfulness of your feelings or emotions.Kailangan pa bang ibida na reading specialist ka at napataas mo ang score ng students mo?Kailangan pa bang ibida na pinsuspende mo ang principal mo?Irrelevant to the issue at hand.Puro kayabangan kasi ang alam ng jave na yan.Napatunayan ba nyang may threat or intimidation which will warrant the nullification of the contract?I don't think so!Yan kasi puro kayabangan lang ang alam.Ipinahamak nya ang maraming teachers dahil sa sobrang kayabangan nya.Sana nga hindi na lang ako nag-attend sa hearing nayan.Nakakahiya!

Anong sabi ni jave at janet?Hindi daw nila sigurado kung signature nila yung nasa contract?Hindi naman sa ganoong paraan mo mapapatunayang null and void ang contract eh.Akala ko ba they were forced and intimidated.Sana tinulungan sila ng mga lawyers kung paano patunayang may force at intimidation nga talaga.Palibhasa kasi yung ibang teachers na nagpopost sa blogsite na ito eh masyadong judgmental.May mga taong gustong tumulong pero nagsecond thought na lang kasi ayaw mapagbintangan ng kung anu-ano.

There are so many mediocrities coming out from individuals or groups and it is not surprising because for obvious reasons those are from either people whose orientation are never principled to side for justice (mga walang prinsipyo), or from people who simply can’t digest underlying agenda of the case (mga bobo) or people who are fence sitters (mga miron) and some others who are simply carefree (walang pakialam, mangisay kayo, busy ako!). The common denominator among these people is SELFISHNESS!
    Being selfish is not necessarily being wise and practical, as what they claim… and being principled is not necessarily being suicidal.
    Signing the contract with empty stomach doesn’t make you dumb. It is more dumb to let Lulu continue to victimize you. Signing without reading is just one truth behind the story and you can’t tell that it is the main reason which gives Lulu a license to impose the one lopsided contract on us. The court is a court of evidence, yes and the court sees what you cannot see and hears what you cannot hear. The Workforce Commission is a prelude to heavier and stiffer legal and paralegal pursuits and we salute those who put forward themselves not for any other reason but to help. Lawyers are impressed with all the witnesses, and that matters most. Side comments from insignificant sources will in no way dampen our spirits.
    If you are just following the efforts of all the teachers, be it tactical or strategic, you will see the intellect in planning and the balance it undertake in considering the pros and cons on this case. Do not ever charge that what have been said are mere rhetorical, emotional outbursts of the noisy few because you can never prove it. You can criticize all the teachers, AFT and everyone who is helping push this case to greater heights, but you can never pull down not even a single teacher who takes part with the risk and consequences this may give us.
    And one last thing, the only promise that was given to ourselves are not false hopes as what others allege. We vowed to fight for our rights and promise ourselves not to be fooled again..never again. If you believe in that, you know whom to contact. If information were not shared with you, reflect and ask yourselves why.

I supposed they are always hooked on their computers to be able to post nonsense comments. I would like to tell the rest to keep your cool and ignore whatever things they say about the witnesses. Our witnesses did their jobs of telling the truth. We will wait for the decision of the judge. If UPI is too confident, we will not be intimidated. After all, it is always the judge who will decide. Also, on the side of the Filipino teachers, we will not go down to the level of these people who have no other things to say. Remember that they may not be teachers and they have nothing to lose. Let us maintain the professionalism and the integrity that we project.

    Remember that a shallow river creates much more noise than the deep lake.

  93. I am just observing and studying the comments of this Anonymous who it seems is one ego tripping, intellectually hollow, arrogant, homophobic hypocrite.

    For one, you are talking about professionalism but it is clear from your comments that you have a personal vendetta against Jave. You have tried to mask your personal issues with Jave by putting in seemingly intellectual arguments and points about the case. But you failed in that part because it is clear that your arguments are empty and you simply have an ax to grind against a teacher who has the courage to stand for what is right. In effect you are guilty of argumentum ad hominem yourself.

    Granting, without admitting, that Jave’s or Janet’s or anybody else’s testimony may not be very good in the presentation of the case, that doesn’t mean that the case is weak. And it’s not as if the testimonies of UPI’s witnesses are excellent comparatively. But more important is the fact that the testimonies are only part of the overall argument presented to the commission. Have you read and studied the pre-hearing briefs and the memorandum of both sides? Most likely you haven’t. Well, I have. And right there you will see that the arguments of UPI are inadequate and are simply trying to circumvent Louisiana laws. Again, the testimonies are only a part, and the commission will base their decision on the other information as well.

    Then you think you are so wise not to come out until you think the case is very strong. First what are your credentials that you can say that you are the one who can declare that a case is very strong? Now again granting, without admitting, that you are indeed the most intelligent person who can determine the win-ability of a case, the problem is you are not privy to our discussions, to our documents, to the documents extracted through FOI, and to our deliberations with our lawyers. How could you assume that you know all the ins and outs of this case? Well, even though “tatlong kriminal na ang napakulong ko sa pinas” I am sorry to say that is a very weak credential. Kahit 100 holdaper pa ipakulong mo, that would be immaterial to the issues we have here.



    There are several terms that can describe those people like you who according to you are very wise not to come out until you are sure that you will win. These types of people are different from those that just don’t care or just apathetic. I think your behavior is even worse that mere apathy. You are what I can call an unprincipled selfish coward, who is only willing to stand up against injustice if all the possible scenarios are good for your own self. Well, we are sorry we have different perspectives. We, behind this blog, are not only thinking about our own gains. We think of other Filipinos as well, who will be victimized if these issues are not brought out in the open. So while we fight for ourselves, we put this struggle in its broader context.

    i like ur comment kasi mahaba kaya lang may MALI eh. alam mo ba na since june 2009 pa pinag-aaralan ng AFT lawyer ang kasong ito? Eh yung sa kampo ni LULU di nga umabot ng 2 months. Sila ang hindi handa. Kaya nga kung sinu2 nalang kinuha nila. Pinadal si Jack the clown. Director daw ng UPI. Pero pwd ring janitor, secretary. Pwd rin nyang pinturahan ang wall. Talaga naman oh, yun ang planadong sagot.

    Ganito raw ang process sa pag hire ng teachers.

  99. yon naman pala matagal ng pinag-aralan ang kasong ito eh bakit may butas parin ang mga argumento ninyo at ng inyong mga abogado? talo pala kayo ng 2 months lang pinaghandaan ang kasong ito kasi nakahanap pa sila ng butas sa mga argumento ninyo. dapat naging honest kayo sa lawyer ninyo para hindi sila nagmukhang tangga dun nung ipinakita ng kabilang panig yong mga kontrata na pinirmahan ninyo! kaya ko sinasabi ito sainyo kasi concern ako. malaki ang chance ninyo na manalo dito kung aayusin lang ninyo. nung una ang paniniwala ko 90% panalo kayo sa kasong ito pero after nung hearing at mapakinggan yong mga testigo ninyo naging 50-50 ang chance. binigyan ninyo ng buhay si lulu para manalo sa kasong ito. sana lang hindi bigyan ng masyadong diin ng judge ang mga testimonya ng inyong mga testigo kundi bigyang diin ang mga ebedinsyang dokumento na isimumite ninyo sa korte...sana lang kasi kung matalo kayo wag ninyong sisihin ang ibang tao kundi ang mga sarili ninyo!

One way is to prove that your will has been vitiated during the signing of the contract by force, threat or intimidation.And these must be actual and not perceived.I have read your affidavits.Sadly, all your arguments point to only one thing, you felt threatened and forced and you were intimidated.WEere you able to prove that those actually existed?No, because those were mere perceptions.The lawyer asked if you saw guns and weapons during the signing.He was trying to establish one thing - whether or not threat really existed.You said no, right?You don’t need to file suit to know that your case is losing from the very start.It is obvious.I was hoping you will present more credible evidence but you didn’t.The strategy is to fight when you are armed with the right weapon.And the best weapon is your brain-never sign a contract that you haven’t read or you don’t understand!   119. it is so good that until now the blogger, claiming under H4, smart and critical, doesn't have the full grasp of the case. it is whether he is trying to miss the points in purpose or points are slipping through his slippery arrogant and lulu-siding faculty.

    one thing which was made clear by the judge and the parties in the recently concluded hearing was whether or not the contract is enforceable in Louisiana...very simple if it is not, then lulu doesnt have the legal right to enforce it on the teachers and the teachers have the right for back claims if necessary. if the decision would be the other way around, then .... i will not tell the next move...the teachers in our group know exactly where the case is leading.

    for lulu's side, her lawyers will always make an appeal in her behalf to get not justice for her but to share from the devoured fat profit as it was only in that hearing when her lawyers knew lulu's scheme. the lawyers will not go to jail if ever, the lawyers will not pay the teachers. what will they loose? nothing! they can always claim lulu has a very weak case and that is why they are loosing. smarter lawyers huh?

    by the way, the evidences presented where earlier summoned and both parties have time to scrutinize them. that is why our lawyers saw every fraud said documents have. that is why lulu's camp were grilled with their own documents.

    as to the witnesses, as far as i know, our lawyers are satisfied with the witnesses.

    some teachers were just too proud to admit that contracts were signed in duress as if such equates stupidity. Let us admit it, in one way or the other, we were fooled by falling on lulu's scheme of being caught in her net first before being fried and there is not much opportunity to be out of that situation.

    let us all wait for the order to be written. we have waited for 2 years to start this case, 2 weeks waiting is nothing.

  121. guronggala!ikaw ba ang judge sa kasong ito para malaman mo na panalo na kayo? may satisfied ba sa mga sagot ng testigo ninyo kung yong abogado ninyo ay umiiling ang ulo sa tuwing sablay ang sagot ng testigo ninyo..satisfied pala yon? kapag natalo kayo syempre alangan naman na hindi kayo mag-file ng appeal di ba? sana lang dinurog na ninyo ng todo si LULU dito sa lower court para wala na siyang magawa sa appelate court. tandaan mo na ang appelate court ay mag-review lamang ng desisyon ng lower court. maaring maibasura,mabago at mabaligtad ang desisyong ng lower court kapag may nakitang pagmamalabis sa kapangyarihan,hindi nabigyang pansing ebidensya o testimonya ang lower court ay doon lamang maaaring mangyari ang nauna kung nabanggit. ang appelate court ay hindi na maaaring tumaggap ng bagong ebidensya o testimonya maliban na lang kung ito ay hindi binigyang pansin ng lower court pero mahalaga sa nasabing kaso. ngayon, kung matalo kayo - wag naman sana - sana makahanap ng paraan ang inyong abogado na maituwid ang mga pagkakamali na ginawa ng inyong mga testigo dahil kung hindi sa kangkongngan ang bagsak ninyo. ganun din si LULU oras na matalo siya sa lower court natural makakarating din yan sa korte ng aking nabanggit. masaya ako na matalo ninyo si LULU para naman matigil na ang kanyang pagkagahaman sa pera at makaganti kayo sa mga pinag-gagawa niya sainyo. sana lang yong mga testigo ninyo ay naghanda ng todo para naka-focus lang ang mga sagot dun sa isyu. dapat planado ang lahat na inyong kilos at binitiwang salita sa korte. tandaan ninyo na ang unang gagawin ng abogado ay sirain ang pagkatao at kredibilidad ng isang testigo sa harap ng judge para mawalan ng saysay ang kanyang testimonya. nakita naman ninyo na oras na magkamali ng sagot ang testigo ay sinasamantala ng abogado para makahanap ng butas sa testimonya ng testigo. ang hirap kasi dun sa testigo ninyo ay kailangan lang sagutin ang tanong nang "oo o hindi" ay kong ano-ano na ang idinagdag. kapag tinanong ka kung kumain kana. ang sagot lang ay "oo". wag nang dagdagan pa nang "oo, potato salad ang kinain ko". mali, kasi hindi ka naman tinanong kung anong klaseng pagkain ang kinain mo. ganito ang klaseng sagot ang ginawa ng mga testigo ninyo kaya karamihan sablay. you have to confine your answers to the issue para kahit anong gawing tanong sayo ay hindi kayang tibagin. sana lang maging pabor sainyo ang desisyon at yan ay ipinagdarasal ko. kaya kayong mga guro magdasal kayo na maging pabor ang desisyon ng korte sainyo hindi kong ano-anong mga basura ang pinagsasabi ninyo dito. naturingan pa naman kayong mga guro eh basura naman ang lumalabas sa mga bibig ninyo! YOU PRAY AND UNITE!

  122. I underlined it already even during the initial stages of this case. LA teachers should carry the burden of proof on their allegations of being intimidated or being threatened.....resulting to the signing of contract. OTHERWISE, the other party would be favored by law. Whether the contract is one sided or multi-sided as long it signed by both parties, then it is bonding.
    Of course, filipino style....appeal to the emotions...(kaawa-awa image)..it does not work in the court of law.....(gone are the days of mark anthony and brutus).
    Refusing to pay the 10% interest to UPI was not the solution to stop LULU's alleged injustice...Some credit cards are charging 10-24 or even higher.

    The best way......should have been paying the 10% (because, under contract, it becomes an obligation).....WHILE STRONGLY campaigning against further transaction with UPI. Like sending messages to the Philippines that would discourage every aspirant that there are better agencies than UPI.
    Now to those who are writing on this blog, do you think this would give a good image to the Filipino teachers?
    For most of us, our days as teachers in the US are numbered. US congress have redesigned the budget for education....that is why some are already jumping to other options, I know of some who are busy looking for any US citizen in order to save the legality of her stay here. Imagine, "using LOVE" to advance personal interest? Where is the principle now?
    This is it.....for most of us....we share the greatest lesson in history......and what is that? we never learn from history's lesson.

I joined the group hoping that i will be enjoying my salary fully with out that 10 % kahit alam ko sa sarili ko at alam kong alam din naman nating lahat na binding ang pinirmahang kontrata sa UPI aminin man sa hindi dahil tulad ng ipinakita ng lawyer e totoo naman na sa bawat pages at sa mga sides nito pirmado tayo. Parepreho tayong nagbakasakali. Pag nagkataon Panginoon sa nangyaring ito mas doble pa sa 10 % ang bubunuin namin. Now, I learned my lesson well "ang maghangad ng kagitna isang salop ang mawawala. At ang langaw pag dumapo sa kalabaw ay mataas pa sa kalabaw." Lord forgive me. Sana nagtiyaga na lang ako nag drop drop sa UPI at hindi nakisunod sa agos. Sarili kong reflection ito, kung same feelings tayo magdasal na lang tayo.

    This blog supports our struggle for justice not only for our own gains but moreso for the greater good. Getting financial rewards for our efforts will only be a bonus, like the icing on the cake.

    I understand that we all need the money (our hard-earned money) for our respective families but lets keep in mind that the issue is more than that.

    Further, never did this blog or the group claim that this battle will be an easy win. Lets not forget that this greedy Lulu is used to these kinds of criminal activities and she will definitely put up a fight.

    Lets persevere and stand firmly for the truth and our principles.

    This is exactly what Lulu wants us to do. Why would you reward the oppressor? You say, because there is a contract. But that is the very contract that we are trying to nullify. It is clear that Lulu manipulated the whole process so that we will be in a situation that we will be forced to sign that grossly unfair contract. So why would you continue paying if the contract is in question? If a court nullifies the contract then we will not have to wait for the refund or maybe risk of not being able to recoup our payments, knowing how swapang Lulu is. If on the other hand a court decided to enforce the contract then you pay if you want to. (But personally, my opinion is that we still shouldn't pay until all remedies are exhausted.)

    The move not to pay 10% is definitely a correct move. It is clear that charging us 20% upfront is not only against Philippine laws but also against Louisiana laws. Charging us upfront 20% of our expected annual income is already illegal and oppressive. Why would you pay another 10%? Parang hinoldap ka na, tapos nagrequest pa ang holdaper na magdeposit ka ng dagdag na 10% sa bank account nya!

  127. ma'am, ako po ay hindi abogado pero dahil sa ang kaso ay nasa korte at naghihintay na lamang tayo ng desisyon, ang korte po ang may masasabi sa inyong concern kung magbabayad ba kayo ng 10% plus interest o yong 10% lang. hintayin na lang po natin kong ano ang sasabihin ng korte sa ilalabas nitong desisyon sa nasabing kaso. sana panalo po tayo para wala tayong babayaran. saka po kung sakaling matalo tayo dito mag-file naman ng appeal sa mas mataas na hukuman. kung matalo parin po tayo dun at sabihin ng korte na magbayad tayo saka lang po mangyayaring magbabayad tayo kay LULU....pray na lang po tayo na manalo saan mang korte makarating ang kasong ito para wala tayong bayaran kay LULU. salamant po!

  128. It seems that UPI is never contented of all the overcharges they have asked from the teachers. They still want to impose the falsified contracts. Well, no wonder guys. If Lulu was able to commit identity theft here in the US quite easily, how could she not produce any documents that will bear our signatures but the dates are mysteriously placed??? If we go stricter with the contract, UPI has violated all of us first!

    Lulu, please SAVE yourself. We only want you to go to jail but it seems that you want BOTH. You want to visit JAIL and and live in HELL!!! Well, I think the two would be a great package for you. Happy Trip then!!!

  137. Again,the tactic of Lulu's side is to regain the support of the teachers who were once with them and are now awakened. And because they can't gain them back easily, they must have very aggressive strategies to win their hearts back like aggravating them with the made up stories posted in the blog! As we know we are issue driven here!

    Now all of us should be aware that:

    1) They want to focus on Jave and Janet because they testified and told the truth and once these two will be in the limelight, they would be able to cover up the stupidity shown by JACK in the court. I can't tell if Jack was simply faking it or he is really incapable of understanding the meat of the questions.

    2) They attack Ingrid because they think that once they mention the name of Ingrid, Lulu can be hidden in Ingrid's shadows. As we all know, the court did not look for Ingrid, the court looked for Lulu. Why ask how come Ingrid did not appear and testify? WE SHOULD "ASK WHY LULU HAD TO SEND A DUMMY?"

    3) They post comments that seem to be from our end attacking names of people whom they think will be by their side once more. I just discovered this! We all know who presented so much LIES at the court. The audience could readily tell at each time a lie was told. So guys, we will again refocus on the issues not on people. If they drop names of people, we know it is not what we focus... we stick to our issue and our cause.

    4) Intimidation-this is their strategy ever since. They want the people to get scared again and to stop. The demand letters that they sent is one example of how they harrassed and intimidate people. We had enough of this. We became much stronger!

    5) To Ingrid: I know you have always been a very strong woman and simply wanted to remain silent of your achievement. But since they want you to bring it on, tell them that you are a true and super teacher. They only want to weaken your spirit, which they will never succeed. INGRID YOU ARE A GOOD TEACHER! Well, if they say that you used to work at a call center and then went back to teaching, that is still a lot lot better than being a director becoming a janitor at UPI or being a husband into a dummy or being a MedTech Graduate graduate into a Convicted Felon! So Ingrid, you still rise above them. Chin Up TEACHER OF THE YEAR:-) We are proud of you!

    6) UPI also believed that they can buy justice even here in Louisiana because they have all the dollars to afford it. But not all judges can be bought. WE STILL HAVE GOOD PEOPLE working in the JUDICIARY Department and not all people are like Lulu. UPI... YOU CAN'T BUY JUSTICE as you think!!! SORRY!

    7) They want to create faction again because OUR SOLIDARITY IS A THREAT!!! UPI, you just made us stronger!

  140. If you think being nominated "Teacher of the Year" is an easy task, why were you not nominated as one? If you think you are more qualified (teaching experience wise in the Philippines)then prove it. She passed the interview in the Philippines that means she is good like you. She is nominated "Teacher of the Year" among others in her school, that means she's better than you. She got a scholarship at LSU as per recommendation of her principal that means she's something. She is representing EBR in Robotic conferences in other states that means she got brains.... EBR has their confidence in her. Why should'nt you? You're a Filipino, right? You are of the same blood! Isn't it a shame on your part trying to discredit your own people? Why are you trying to destroy her credibility? Is that the best you can do? Now I understand what "crab mentality" is all about. Why don't you just prove your worth and be the best wherever you are. Good teachers can thrive wherever they are and in whatever situation. That's it...

Don't worry Ingrid, it is still in your favor. You don't have falsified documents. Unlike PARS and UPI, it is their way of life to produce false documents. Until now, I can't understand how in the world they produced contracts that appeared to be signed by teachers on those dates the teachers never went to PARS. Isn't that monstruously amazing???

    Everyday, we go to work and give our 200% on the job, doing our very best in an effort to touch the lives of our students, hoping that we will make a difference in their future. And despite the difficult circumstances were in with the agency, we still manage to keep going as if we were not yelled at or humiliated by Lulu, as if nothing happened the last meeting with her. It sure is not easy to carry this burden, but we all managed!

    So here is a kudos to all of us who work hard everyday as we struggle to create a better world for our students!

  148. here it is. being a good teacher and a teacher of the year for that matter does not offset the fact that you have submitted a fraudulent information by not stating your true number of years of teaching experience. you still committed fraud. and being an employment agency (PARS & UPI)- that brought the teachers here in america (EBR) to teach- which made the teachers signed a questionable contract does not offset the fact that the agency betrayed the teachers. still, UPI and PARS committed fraud. so now, what is the difference between a teacher of the year and the self-proclaimed saviour employment agency? no, they have both committed fraud! please be reminded the EBR people is now bigenning to investigate...

Give them the right info....Why are you so mad at Ingrid by the the way? Did you ever feed her her? Did she ever bother you at all? Did she owe you money? Or her presence simply gives you a feeling of inferiority? You just can't stop the urge of throwing stones to a tree that bears so much fruit.... you want to take part of it. If you want to bear fruit, cultivate, nurture and hone your own abilities. Who knows, you will be the next "Teacher of the Year". Be real!

  155. if there are teachers with recto papers, that is another issue the agency needs to face. but the good teachers should not be suffering as an offshoot of this new issue.

    well, as long as we have the authentic documents and truth behind us, nothing will put our knees to shatter.

    teachers who are guilty of anything, here and back in the philippines, are only the ones who need to face said issue.

    for us, just lay back and relax...no matter how hard ebr will be on its scrutiny, i won't worry.

  161. If I can recall, Mel Villarba scolded one of those teachers in our batch because the teacher did not like to follow what he instructed. The teacher had 3 years experience but Mel instructed her to tell the interviewer that she had 5 years experience. Good thing that the teacher did not follow. She just told the truth and the truth was what mattered. The teacher still passed the interview. And you know what we discovered why Mel forced her to say 5 years instead of 3 years??? Simple... the salary schedule that he was looking at that time would make the teacher pay hundreds of dollars more if the 5 years experience is the basis. WOW!!! It still boils down to money. NO WORRY! WHY ARE THEY SCARING PEOPLE THAT EBR WILL DO SCRUTINY? THE TRUTH WOULD STILL PREVAIL!

  174. akala ko certified and highly qualified si ingrid?bakit naman magki-claim ka ng ganun kung wala pa namang certificate na natatanggap mula sa state department of education.i checked into her records, it says OS 471009 valid until 11/06/2010.magpa-file ka na ba ng renewal?asikasuhin mo yan kundi hanggang november lang visa mo.nahihirapn ka na bang kumuha ng certification na totoong nagturo ka sa pinas for a certain number of years kaya di pa napapalitan ang OS mo?punta ka sa recto.dami dun. o kaya patulong ka kay mel villarba.sya ba ang nagturo sa iyo noon na kumuha na lang ng certification sa tabi-tabi?

  179. mayrun tayong makukuha sa EBR "exit visa" pauwi ng pinas kasi tapos na kontrata natin sa kanila...wag naman sana, Lord....hula ko lang po ito ha, wag po kayong magagalit kung hindi kayo sang-ayon sa komento ko. ang result ang kaso sa aking kutob ay "valid ang kontrata pero kailangan ibalik ni Lulu yong sobra-sobrang placement fee na sinigil sa atin". yan po ay hula lang...ang magalit papangit..hehehehehe..

OS makes us certified, passing certain praxis test makes us highly qualified at both nun meron si ingrid. u need MA para maging level 3, who needs one if your concern is stay lang? pareho lang ng level 2 yun, 5 years. and one thing 2 weeks lang sa doe ang certification process, relax!

Lalong ala akong paki kay galido, mr. h4, emerson, etc...ano ba...pwede bang mag stick sa isyu ang blog na to? personalan na, nakakababa ng morale.

    We appreciate your concern and understand your suggestion. However, we don't believe that filtering all those comments will be a good step. We value freedom of expression so much that we will defend anybody's right to speech even if it's exercised in poor taste, intellectually shallow or even repugnant.

    But we will continue to enforce our policy that all those completely unrelated comments and other spam will be removed.

    Further, we believe that most joining in our conversation here or even those who are simply reading are capable in recognizing superior ideas and comments apart from those shallow, below the belt and stupid remarks especially those planted by Lulu and cohorts.

    At the end of the day, the task of making this blog a better hub for discussing our issues rest not on us, the administrators, but in every one of us joining this conversation.

  188. To the anonymous who question the credentials of Ingrid and attacks the teachers who comprise the force behind this movement. You are clearly clueless on what is happening around you. Or you are so blinded by your loyalty to your master Lulu.

    Can't you see that all these efforts galvanizing against your boss and her few remaining lapdogs (including you) is a product of more and more teachers seeing the light and mustering the courage to fight back. What makes our unity strong is our common experience and our thirst for justice. That is different from the selfish interest that keeps you licking your master's ass.

    Yeah, we know that it is hard to fathom that a few poor teachers armed only with the quest for justice could start a movement that now effectively challenges a rich greedy hardened criminal like Lulu Navarro.

    Yeah, we know it is hard to imagine that your manipulative and scheming master Lulu Navarro seems powerless to stop the exposure of her criminal operations through a simple blog.

Whether they got their certificates through online courses, rush courses, second courses and scholarship grants and whether they got it from US or Philippines, it is still the fruit of their labor. (as teachers ha!!!)....iyon lang na man ang intention natin kung bakit tayo pumunta dito eh....iyon nga din ang dahilan na kung bakit pomirma tayo nang kung ano ano....Pagbutihin na lang natin ang natitirang mga araw natin sa LA. I really doubt if most of us will be refired next school year......and I doubt if other states would welcome us.....there is no such thing as group struggle here. Pinoy pa.....personalan lahat. Kumapit na yong iba sa mga ano-ano.

  194. gusto mo ng evidence that some of your co-teachers rushed in sending checks to UPI just last week? gusto mo date pa? April 15, Thursday. Akala mo hawak mo ang utak ng lahat ng mga kasamahan nyo. Sa takot nilang masali sa paparating na kaso, inunahan na nila ang pagpapadala ng 10% checks dahil valid pa rin ang mga contracts ninyo.

    Alam mo sa sobrang habol nyo especially kayo ha-secret agent dahil kilala kita, mag-ipon ipon ka na nayon dahil mangangailangan ka talaga ng pera para:
    1. pamasahe mo papuntang LA dahil doon ang kaso.
    2. humanda ka ng 500$ para sa filing fee at
    7,500$ para sa lawyer's fee dahil idadagdag
    lahat yan sa sisingilin sayo.
    3. 10% na dapat mong bayaran as stated in your
    contract plus iterest and charges of
    breaching it.
    titingnan ko lang kung kanino ang huling halakhak.
    Pakisabi sa lahat ng mga kasamahan mo ha.
    Sa kagustuhan mong mairefund ang pera na pinambayad mo, tingnan lang natin sa susunod na linggo kung saan ka tatakbo! tandaan mo yan!

  199. i am thrilled of upi's vengeance in the legal battle. lulu is a loose canon, as well as her director/janitor/painter " loving husband", right hand/"not a liar" (eeeeeew!) ella and cohorts.

    lulu's style is not to announce her moves. she just do her whims without much critical thinking because her moves are motivated by greed and nothing else.

    we respect everyone's rights and lulu has the right to file at any court..and what was she saying? individual attack to all those who are against her? you are right lulu! i heard that too, long time ago.

    the facts are, upi dont know where to lodge its cases for them to win. next, there is no single lawyer who can be with lulu all the way especially when lulu takes crocodile share from these lawyers...she simply changes lawyers as easy as changing her mood or lawyers leave her after contemplating that their client has nowhere to go but down. third, she doesnt know whom to sue. she doesnt even know whom to ask 10% fees from. she sent demand letters to teachers from other states, on their 3rd year even if she was not the one who facilitated their employment; she sent demand letters to the terminated teachers now in the Philippines; she sent letters to teachers who were terminated but were able to find other employment not by upi's help. and that is ridiculous!

    lulu also threatened so many teachers already charging them that they created the blog. she called teachers' parents or husband in the Philippines to give them heart attack and worries that the teacher here is not teaching but blogging. crop!

    she made teachers sign affidavits in her favor stipulating that our complaints are unfounded. offered and negotiated with sweet lies for the teachers not to pursue anything against her.

    lulu, you are so crafty!

    you want a game of intimidation? we learned the hard way from you! but we will not play your game. we speak of the truth and nothing else.

    check your minions in your own backyard lulu, make a loyalty check. even those in your family. and ella, check your "partner" too and his family. this is "save your ass" time in your flock now. but for us, if teachers are in doubt, we dont care less because we have more than enough not loyal teachers but faithful and committed ones in our side. i am very proud to be a part of this group of teachers and i am not scared of any of your empty threats and shameful wrath!

    obviously, it is upi and pars who are shaking and shivering. we know you will have your desperate moves this time. but your moves are anticipated and calculated and whatever that would be, WE ARE READY!

    one of lulu's gameplan is to pay a celebrated lawfirm---both for intimidation and hope of lowering her sanctions. it is better for her to pay a thousand dollars than to pay the $1.8M back to the teachers. she can also at anytime declare bankruptcy and give nothing to teachers.

    this is not a battle againts upi/pars/lulu/ella vs. teachers...siding with us in this battle are aft/pm/ngos/individuals/institutions/ government agencies in the Philippines and here/ top level and lower ranks in ebr/ community/ media and i should say the whole world. call me proud and stupid but i can tell you till the end..I AM NOT A LIAR! (quoting ella)
