Status of Universal: "Dissolved" (Corrected)

We checked the records at the California Secretary of State website again. We found out that Universal Placement International, Inc. (UPII) is different from Universal Placement, Inc.(UPI), though both used the same business address. The former is still "ACTIVE" while the status of the latter is "DISSOLVED".

The registered agent or offical for UPI was Lourdes Navarro, and the agent for UPII is a third party company named GKL Corporate/Search, Inc. which was obviously hired by Navarro also.

Our hypotheses is that they dissolved UPI and registered UPII so that the name of Lourdes Navarro will be kept from the public. Probably this is because of her conviction on an earlier fraud case. Or probably it is another move to circumvent some legalities.

We checked the status of Universal Placement, Inc. with the state of California. According to the website of the Secretary of State of California, Universal has been "DISSOLVED".

According to the same website "DISSOLVED" means: "The California corporation has voluntarily elected to wind up its operations and has completely dissolved its business as a corporation."

So to those who are planning of renewing their visas through Universal, please hold your decision. The corporation has no juridical personality to transact on your behalf.

  1. Universal Placement, Inc is no longer a CA business but rather registered as a Louisiana business. From my interpretation, she is disguising her company as a CA business.

    For those contracts you signed in the state of CA, it may be null and void since Universal Placement, Inc is not a CA business. In addition,
    the company has no license and not bonded in CA.
    You can also report this company to the CA Department of Labor which enforces the private employment services laws. She has no business doing contracts in the state of CA.

  2. ...Below is the governing body that enforces LA Labor Law especifically private employment services which is regulated in LA and also in CA.
    Give them a call and see what they can offer you advice. I called them before regarding Lulu's agency and they told me that the agency is not licensed and bonded to operate in Louisiana.

  5. Universal Placement International is one and the same as Universal Placement, Inc. The first is existing, while the other one is dissolved. BOTH are not named under LOURDES NAVARRO but the OFFICE ADDRESS is the same... FYI

    although there is little variation in the name of the company both are different entities. do not concentrate on what is already dissolved.

    which company is named in your contract, the dissolved one or the existing one? that is what we need to concentrate on.

  8. I checked one of her correspondences, it stated
    "Universal Placement International, Inc." with the same address as the other one. It means that
    both active companies (Ca and La) are both under her control. The question is are these companies licensed and bonded to operate in Ca and La.
    I am sure the company in La is not licensed and bonded because I asked. The lady has asked me to send the contract to her. Unfortunately, I am not a victim. This is another of skinning a cat.
    I have given the information where anyone can contact the appropriate licensing agency.

    A.They can still go to the US. Only that agency that is recognized by the Philippine government can recruit and can be the real representative of the employer in the US. Lulu's agency
    can not recruit from the Phil. She is not licensed in the Phil.
    Thus, Lulu's agency is irrelevant and must be tossed out. Once the hired teachers are here in the US and employed, the agency's job is done. Why do you need another agent in the US?
    There is some report that 1 or 2 persons did not go to Los Angeles and did not sign paperwork. And, Lulu can not go after these people.
    She has no legal right to force you to sign any contracts again. I assume the agency in the Phil. is paid and your obligation is done.

  11. That would be another issue. Our main concern now is basically the injustice that is experienced by some of our teachers in a district of Louisiana. It has to be resolved yet and from there, we can expand this fight!

  12. excuse me... the agency in the Philipines who handled the teachers is legal and is recognized by the Philippine government... just to clear the issue.. and it is not necessary for the
    agency in the US to be recognized by the
    Phil. Government since they are different parties.. They are affiliates...
    you guys need to learn more on how to
    handle an agency business.. before you
    actually raised issues...

You need to read the POEA rules regarding agencies. I bet you will not find Lulu's company in their recognized agencies. There goes your affilition reasoning.

  21. what will happen to the hired teachers who are still in the Phils.? your blog motives are also selfish, very self-centered. you are already complaining a lot without even thinking that this is part of the risk when you got hired through UPII agency, making harsh comments and issues just because you feel you were making payments unfairly. i believe in human rights, but i also believe in stating due process procedures, before making unprofessional statements about the people who sent you in Louisiana. dont you see what a mess you have made in this blog? if you succeed, are you going to pay all the debts (interests from loans)that incurred to each hired teachers who are still in the Phils? its obvious that this is a "crab mentality"-- a simple character assassination of lulu--if there are no credible facts, just mere experience of exploitation, then probably it is perceived by just different opinions. if the facts that you are saying are purely opinionated experiences then make sure that you make a blog which is squarely fair because this is hurting a lot of hired teachers who are still in the Phils., praying that these issues will be resolved in a descent manner. if the intention of making this blog is for the common good, then please post comments that are not based on opinions only, and if it is factual, then post websites or a scanned copies to prove your angst!

    it was never in the package to be exploited! it was never a part of our overpaid payments to be exploited in any aspects.

    So you mean it is part of our risk to be abused and our rights violated? you say you believe in "human rights" but you are now saying that somebody can violate our rights because anyway we signed up with PARS and UPI. do you even understand what you are saying? i can't even imagine the dumbness of your proposition.

    so you still consider PARS and universal as admirable agencies eventhough they violated Philippine laws and are practically operating as illegal recruiters? (Please see previous post about POEA tips on how to spot an illigal recruiter) And your stupid reason: "well it is your risk."

    Human rights is not only for those who do not take "risk". Human rights should be afforded to all. There is no ifs and buts. You can not say a person will not be granted human rights because he signed a contract with PARS-Universal.

    all i am saying is that this is causing a lot of chaos, wherein everybody can have access to this blog---why not do it in a personal way, where you could face them and defend yourself, not through this where everyone can read and make a big impression---such a coward act.

    do you know entirely the law? are you a lawyer then? you speak so highly of yourself. i just hope that through this way, you would still consider yourself lucky because you were able to work there through them.

    yes they may have abused you and i did not state that i am consenting their acts---its not your vengeance, there are professionals like lawyers and investigators who knows better.dont be so "heroic" about this. i do understand human rights and i am not pretending that i am knowledgeable. dont be so self-righteous also cuz you are already judging my opinions.

  27. gurong inip, i understand your concern and i know that there are teachers who also feel what you feel. if you think i am being rude, its because of all the statements that this blog is expressing are deliberately being rude, everybody is speaking ill. you reacted, i also reacted...a woeful predicament.

    but i think the essence of this blog should be for the opinions of the teachers of what and how they feel about "your beloved lulu", right? and that there should be done about this. like you said, this blog is open for everybody, for comments and reactions, but you cannot expect that everyone who reads this blog, will have the same feelings and reactions. so i hope this blog will also be justified in a way that the real truth would surface.

    if you feel that lulu is exploiting you and other teachers, then let the lawyers help you. i know you're making actions about it already. i just hope like what gurong gala says, there will be sweet justice. Good luck.

  28. But the law says you can only pay up to the maximum of one month salary whether up front or installment, that is it. There is no second payment either. More likely, the contract you signed is un-approved. She may be operating illegally in California. Her license number and/or bond holder should be in the contract document. If they are not present, the document is not recognized in the state of Califorenia. Therefore, null and void. Did you sign the documents in the office and physical address of the recruiter? Did you see any rates or fees posted prominently in her office. If not, then that is another violation of the code.

    Do you know why the document signing happened in Los Angeles, USA and not in the Philippines?
    Because she is an illegal recruiter in the Philippines. No party can recruit from the Philippines without POEA license.

    So you have been duped as well. You should have checked in POEA site if she is listed under the licensed employment agencies. As far as I know,
    she is not listed.

I am a teacher hired by a Omni International in Dian Makati , employed by Houston Independent school district> i spent $10,000 for my processing fee, plus hotel and airfare and nothing was free because this is America. I did my best as a teacher and was sponsored for a green card and also brought my family here for greener pastures.Next year hopefully I will be and american citizen and now work as a curriculum specialist for the district. Due to our diligence and exemplary performance more teachers from the Philippines were hired.

    Now our recruiter overdone its part and hired more teachers than they can employ, there was case filed in court and she was pronounced gulity with a sentence of probation. Now she is free and the teachers are still looking for jobs.
    Lessons Learned: When applying for job be careful and be wise, seek research for everything you can. It is better fence than an ambulance. Peace on earth and happy job hunting everyone.
